The Budget session of parliament has resumed on Monday (January 14) with a number of bills to be introduced in both houses of parliament. The first part of the budget session was held between February 1 and February 11. While, the treasury bench is elated after registering a thumbing win in four out of the five states went to poll recently, the seemingly introspective opposition Congress may raise issues like unemployment and inflation in both the house of parliament.
Members of Parliament will continue following the social distancing norms in the seating arrangements and both chamber and galleries would be used for this purpose. While, Lok Sabha, the lower house of parliament, has a total accommodation of 538 members, Rajya Sabha, the upper house of parliament, has presently a total strength of 237 members with eight vacancies out of a total of 245 MPs.
Below are details of the bills to be introduced possibly in the second part of the budget session-
The Indian Antarctica Bill, 2022
This is to provide harmonious policy and regulatory framework for India’s Antarctic activities and to provide national measures for protecting the Antarctic environment and dependent and associated ecosystem, as per the Antarctic Treaty, the Convention on the Conservation of Antarctic Marine Living Resources and the Protocol on the Environmental Protection to the Antarctic Treaty.
The Competition (Amendment) Bill, 2022
To carry out certain essential structural changes in the governing structure of the CCI, changes in substantive provisions to address the needs for new age markets and to expand the activities of the commission across India by opening Regional Offices.
The Emigration Bill, 2022
To repeal the Emigration Act, 1983 and to establish a robust, transparent and comprehensive emigration management framework that facilities safe and orderly migration.
The Cantonment Bill, 2022
To administer the Cantonments with a view to impart greater democratisation, modernisation and efficiency thereof to achieve greater developmental objectives in alignment with municipalities across the country and to facilitate the “ease of living” in Cantonments.
The Pension Fund Regulatory and Development Authority (Amendment) Bill, 2022
To amend PFRDA Act, 2013 to fulfill the Budget Announcement 2019 regarding the separation of National Pension System (NPS) Trust from PFRDA and Budget announcement 2020 for ensuring universal pension coverage, to address gaps perceived in the course of implementation of PFRDA Act, 2013 and the NPS to strengthen PFRDA to enforce discipline in timely deduction, remittance and investment of contributions; bring clarity in provisions for uniform regulation; for increasing pension coverage through establishment of other trusts for old age income security and auto enrollment; and enabling choice of more pension payout options to subscribers at the time of exit from NPS
The National Dental Commission Bill, 2022- To set up a National Dental Commission and to repeal the Dentists Act, 1948.
The Identification of Prisoners Bill, 2022
To expand the scope of ‘measurements’ to be taken and to widen the ambit of persons whose measurements can be taken and also to make provision for a central authority to collect and preserve record of measurements.
The Metro Rail (Construction, Operation and Maintenance) Bill, 2022
To provide legal framework for construction, operation and maintenance of metro rail projects including those under Public Private Partnership (PPP) mode and to repeal the Metro Railways (Operation and Maintenance) Act, 2002; the Metro Railways (Construction of Works) Act, 1978 and the Calcutta Metro Railway (Operation and Maintenance) Temporary Provisions Act, 1985.
The Mines and Minerals (Development and Regulation) Amendment Bill 2022- To amend the Mines and Minerals (Development and Regulation) Act, 1957.
The Constitution (Scheduled Castes and Scheduled Tribes) Order (Amendment) Bill, 2022-
The Constitution (Scheduled Tribes) Order (Amendment) Bill, 2022 – To revise the list of SC and ST in Uttar Pradesh. – To revise the list of SC and ST in Jharkhand. – To revise the list of Scheduled Tribes (ST) in Tripura.
The Energy Conservation (Amendment) Bill, 2022
To provide regulatory framework for Carbon Trading in India, encouraging penetration of Renewable in energy mix, effective implementation and enforcement of the Energy Conservation Act, 2001.
THE FINANCE BILL, 2022
Discussion and Voting on Supplementary Demands for Grants for the 2021-22 and introduction, consideration and passing of the related Appropriation Bill. Discussion and Voting on Excess Demands for Grants for the year 2018-19 and introduction, consideration and passing of the related Appropriation Bill. Discussion and Voting on Demands for Grants for 2022-23 and introduction, consideration and passing of the related Appropriation Bill. Discussion and Voting on Supplementary Demands for Grants of Union Territory of Jammu & Kashmir for the financial year 2021-22 and introduction, consideration and passing of the related Appropriation Bill.
