‘Prashasan Gaon Ki Aur’: Nationwide Good Governance Week kick-starts to take best governance practices to grassroots level

With an aim to showcase and replicate the best governance practices to grassroots level, Union Minister Dr Jitendra Singh kick-started a ‘Good Governance Week’ campaign “Prashasan Gaon Ki Aur”, aimed at creating a nationwide movement for good governance and to motivate the stakeholders both in the government as well as outside the government.

The week-long campaign from December 20-25 plans to redress and dispose of public grievances and bolster service delivery to the grassroot levels.

“Carrying forward PM Narendra Modi’s Mantra of “Maximum Governance, Minimum Govt” down to grassroot level, ‘Good Governance Week’ campaign “Prashasan Gaon Ki Aur” aims at showcasing and replicating best governance practices in rural India,” said Union Minister Dr Jitendra Singh while inaugurating the campaign.

Over 700 District Collectors to partake in the campaign

The campaign will witness the participation of more than 700 District Collectors. During the weeklong event, these District Collectors will visit Tehsil/Panchayat Samiti Headquarters to provide timely grievance redressal and revamp service delivery.

Acting on the Prime Minister’s clarion call for ‘Next Generation Administrative Reforms’ during the Amrit Kaal period across all Districts and Tehsils of India, various events will be convening across India by the Department of Administration Reforms and Public Grievance (DARPG), Department of Pension & Pensioners’ Welfare along with Ministry of External Affairs and Panchayati Raj and Rural Development.

Further, Dr Jitendra Singh called upon the delegates to be the vehicles of transformation and underlined that Good practices become best practices when they get shared, and some of them can even excel in execution and set even higher standards.

The main aim is to provide governance that is corruption-free, transparent, and in adherence to established rules and procedures. This alone will make the march to New India successful, he added.

Events to be taken during the campaign

– Organisation of special events at Tehsil Headquarters and Panchayat Samitis

– Redressal of pending backlog public grievances in Centralised Public Grievance Redress and Monitoring System (CPGRAMS)

– Updation of Citizen Charters

– Redressal of public grievances in the State portals

– Disposal of the application under revamping service delivery program

– Adoption of Best Good Governance practices

‘Minimum Government, Maximum Governance’: Administrative Reforms shaping a new India

On the occasion, Dr Jitendra Singh mentioned that PM Modi has brought a paradigm shift with the “Minimum Government-Maximum Governance” approach, where the citizens’ interaction with the Government’s functionaries is sought to be reduced through digitalization, consolidation of Ministries, policymaking functions separated from execution, coordinated implementation monitored at highest levels, well-defined accountability and a proper delegation being ensured.

Here are some of the administrative reforms which have not only become the testament of governance in the last few years but also gave us the mantra of ‘Sabka Saath, Sabka Vikas’.

Mission Karmayogi

Dubbed as the biggest bureaucratic reform initiative, the National Programme for Civil Services Capacity Building (NPCSCB) { Mission Karmayogi } was launched as a new national architecture for civil services. It is a new capacity-building scheme for civil servants, which aims at upgrading the post-recruitment training mechanism of the officers and employees at all levels.

The comprehensive reform is based on six pillars:-

(i) Policy Framework,
(ii) Institutional Framework,
(iii) Competency Framework,
(iv) Digital Learning Framework (Integrated Government Online Training Karmayogi Platform (iGOT-Karmayogi),
(v) electronic Human Resource Management System (e-HRMS), and
(vi) Monitoring and Evaluation Framework.
e-Office- Mission Mode Project (MMP)

e-Office Mission Mode Project (MMP) is an individual project within the National e-Governance Plan (NeGP) that focuses on one aspect of electronic governance, such as banking, land records or commercial taxes etc. It primarily works to enable Ministries/ Departments to switch over to paperless offices and efficient decision making.

Further, the mission mode” implies that projects have clearly defined objectives, scopes, and implementation timelines along with measurable outcomes and service levels.

e-Samiksha

e-Samiksha is a real-time online system for monitoring and compliance mechanism, that has been developed to fast track the compliance of pending action-points, proposals, projects, schemes, and targets taken by the Government at the Apex level.

The system has been designed in such a way that it will enhance transparency, reduce the need of protracted correspondence and improve the communication between Government to Government (G2G), Government to Business (G2B) and vice versa.

Discontinuation of the interview in the recruitment of junior-level posts

Since January 2016, interviews in the recruitment of junior-level posts were discontinued to all Group ‘C’, Group ‘B’ (Non-Gazetted posts), and other equivalent posts in all Government of India Ministries, Departments, Attached Offices, Subordinate Offices, Autonomous Bodies, Public Sector to curb the malpractices and to bring objectivity to the selection process.

Citizen Charters

The government of India has mandated Citizen Charters for all Ministries/Departments which are updated and reviewed on a regular basis.

A Citizens’ Charter showcases the commitment of the Organisation towards standard, quality, and time frame of service delivery, grievance redress mechanism, transparency, and accountability.

Good Governance Index 2019

Good Governance Index (GGI) aims to assess the Status of Governance and the impact of various interventions taken up by the States/UTs. The objectives of GGI are to provide quantifiable data to compare the state of governance in all States and UTs, enable them to formulate & implement suitable strategies to improve governance, and bring out result-oriented approaches and administration.

Increasing efficiency in decision making in Central Secretariat

With the adoption of digitization of central registration units, a greater delegation of virtual private networks under the Central Secretariat Manual of Office Procedure 2019, and bringing a desk officer system, the government has been bringing efficiency in decision making in the Central Secretariat.
